What Is a Phase 1 ESA?
A Phase 1 ESA is a non-intrusive investigation that reviews the history of a property to identify potential environmental contamination. It does not involve soil sampling or lab testing - that comes in Phase 2 if the Phase 1 identifies concerns.
The assessment follows CSA Standard Z768-01 and includes:
- Historical records review (title searches, fire insurance maps, city directories)
- Regulatory database searches (contaminated sites registry, waste permits, spill reports)
- Site reconnaissance (visual inspection for evidence of contamination)
- Interviews with current and past owners/occupants
- Assessment of surrounding properties for off-site contamination sources

What Does a Phase 1 ESA Cost in BC?
Typical Phase 1 ESA costs in British Columbia range from $3,000 to $6,000 depending on:

- Urgency (rush reports cost more)
For straightforward commercial properties with limited industrial history, expect $3,000-$4,000. Complex sites with multiple historical uses or known contamination concerns may run $5,000-$6,000+.
What Happens If the Phase 1 Finds Something?
If the Phase 1 identifies areas of potential environmental concern (APECs), the next step is a Phase 2 ESA - which involves actual soil and groundwater sampling. Phase 2 investigations typically cost $8,000-$25,000+ depending on the number of samples needed.
Finding contamination does not necessarily kill a deal. It means you understand the liability and can negotiate accordingly.
